Job Summary

The Assistant Chief of Police provides assistance to the Chief in the development, administration, coordination and implementation of departmental policies, procedures and activities. Performs a variety of duties including organizing, planning, coordinating various programs and operations. Prevents crime and provides administrative support.

Duties

  • Sustains and advances the Department's mission in support of the University's mission through the use of community policing and other best practices in campus law enforcement
  • Directs the application of advanced and innovative concepts and best practices in campus law enforcement to achieve objectives and continuously improves performance
  • Develops and implements goals, objectives, policies and procedures for the department and work unites assigned
  • Reviews and directs the department's fiscal, equipment and human resources activities and services; develops reviews and manages staff and employee recruitment, development and training
  • Writes, edits or coordinates the preparation of correspondence, reports, or other printed materials; research content items for precedents, correctness of presentation and applicability
  • Manages the department internal affairs function
  • Coordinates law enforcement activities with other law enforcement agencies and first responders
  • Controls and commands law enforcement operations of major investigations, emergency management situations and large university special events
  • Provides staff assistance to assigned supervisory staff; provide various program and activity reports; prepare and present staff reports and other necessary correspondence; makes recommendations for the addition of new programs
  • Serves as alternate property and evidence custodian
  • Assumes command of the police department in the absence of the Chief

Marginal Duties

  • Monitors budgetary expenses and assists in preparation of the department budget
  • Attends various meetings and seminars as required
  • Assists in criminal investigations when required

  • Makes final decision on evaluating employee performance; hiring new employees; disciplinary actions; makes final decision on scheduling employee work hours; makes final decision on coaching and counseling; training; provides recommendations on handling employee grievances and complaints; and makes final decision on granting time off

Qualifications

Required Education:

  • Bachelor's degree

Required Experience:

  • Completed a minimum of ten (10) years of increasingly responsible broad-based services as a Texas Peace Officer
  • Texas Commission on Law Enforcement (TCOLE) licensed peace officer immediately prior to the start of the application/selection process, five (5) years of supervisory experience with experience in an administrative level position in law enforcement, minimum rank of lieutenant (2) two consecutive years .
  • Experience and knowledge in the areas of event management, homeland security, risk management, emergency management, and building security

License/Certification:

  • Possession of an appropriate valid Texas Driver's License
  • Possession of an appropriate certification as a peace officer in the State of Texas
  • Possession of at least a Master Peace Officer Proficiency Certificate issued by the Texas Commission on Law Enforcement
  • Must meet all the requirements for an entry level Police Officer and possess an active license as a Police Officer issued by the Texas Commission on Law Enforcement (TCOLE).

Preferred Qualifications

  • Completion of an advanced police management and leadership training such as the FBI National Academy, PERF's Senior Management Institute for Police or a state law enforcement command college such as the Law Enforcement Management Institute of Texas
  • Responsibility as a Police Lieutenant or Police Captain

    • Performing peace officer responsibilities such as effecting arrests, subduing resisting individuals, and operating assigned equipment

Work Location and Physical Demands

Primary Work Location:

  • This is a uniform position. All positions requiring peace officer certification should be prepared for full field duty at any time regardless of primary assignment. Personnel may be reassigned to field duty at any time either permanently or temporarily to assure appropriate field staffing levels. Position may be allowed routine office wear as required for performance of duty.
  • Environmental Conditions: Primarily an inside office environment, except when assigned as police shift supervisor; some travel involved to meetings, school and other sites; when assigned to perform all duties of a peace officer, exposure to emergency public safety environment; exposure to emergency and disaster situations; exposure to potentially hostile environments; exposure to dangerous and/or hostile people; animal and human body fluids; hazards of emergency driving; hazards associated with traffic control and working in and near traffic; working in and near natural and man-made disasters, exposure to inclement weather conditions; may be required to work in and around heavy vehicles and equipment; possible exposure to noise, dust, grease, smoke, fumes and gases when assisting in emergency calls; possible exposure to hazardous chemicals, high voltage and toxic materials; exposure to waste and infectious diseases; frequent contact with the public.

Physical Demands:

  • Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, or walking for prolonged periods of time; adequate speech, hearing, visual acuity and ability to distinguish color; may be required to carry, push, pull, drag or hold medium to heavy weight objects. When performing duties as a peace officer essential and other important duties require maintaining physical condition necessary for medium to heavy lifting; bending stooping, kneeling, crawling, jumping and climbing; the use of fingers, both hands and both arms; the use of both legs; may be required to take offensive and/or defensive action during physical confrontations; ability to discharge a firearm; the ability to operate motorized equipment and/or assigned vehicles.
